| Details: | BPHC and UVM are going through process of developing a social norms campaign; maybe students can present and play integral role in launching and running the campaign/training ‘Campus Survey of Alcohol and Other Drug Norms’; supplement to CORE +social norms, not a substitute -Anonymous survey of students’ alcohol and other drug attitudes and usage; asking for student and perception of other students SPIF-SIG training: 19th and 20th of Nov. –social marketing and training, policy change, at Lake Morey (see e-mail attachment) High concentration of bars and liquor stores undermines alcohol abuse prevention programs Bob: Website with materials can be made avail. to everyone Working with bars to promote ‘responsible drinking’—some bars offer free NA drinks to designated drivers, but this may not be advertised. Work with bars to promote safer drinking. START program; crack-down mentality How do schools develop ‘real’ consequences; have established good rlnshps with local law enforcement; transference of animosity to any ‘authority’ figures Aaron Brawer: Univ. of Wisconsin; how do you make a shift and keep people safe? “harm reduction”…people who are thinking that way just need to “get over it” If focus is really on where the problems are, maybe it will be better received Monitoring the Future-National survey; their data lines up very nicely with CORE Institute National Data; reinforces validity of data at schools Study showed that typically you get 25-40 % return via online survey; similar results from paper distribution C. | Details: | Data is helpful initially, but frame it in a general sense that is based on application rather than reading too much into the numbers; focus on non-use Marketing campaign; numbers didn’t support social norms Students do not nec. address irresponsibility of peers; avoid conflict; message: it is ok to set boundaries and limits Fascinating data, and fascinating to see what students perceptions of use by their peers is John Zaber: marijuana use was shown to be high, but values numbers were high too, i.e. students felt valued by faculty and staff; looking at familial influences: most students who use/have used marijuana tried it before age 17 A. Review Core Institute recommendations B. Concerns raised (e.g., Middlebury) C. Recommendations for responding to concerns III. Reports and Data Files from the 2008 Survey A. Comments or questions from campus coordinators regarding: Crosstab reports; Executive summary reports; Survey data files; Statewide crosstab report B. | Details: | Vermont Alcohol and Drug Abuse Advisory Council DLC, Montpelier, VT Minutes of Wednesday, September 23, 2009 Attending: David O'Brien, Barbara Cimaglio, Steve Waldo, Charlie Biss, Renée Weeks, Dick Powell, Sandy Mayo, Gary Schaedel, John Flannigan, Chauncey Liese, Joy Mitchell, Michael McAdoo, Jeanne Johnson, Marcia LaPlante, Andy Snyder, Barbara Ann Hutchins, Debby Haskins, Carol Rose, Patty McCarthy, Steve Waldo, Willa Farrell, Armondo Vilaseca 1. Minutes of August 26 meeting approved 2. Safe and Drug Free Schools Funding David sent a letter to the Governor regarding the Council's concerns about Safe & Drug Free Schools (SDFS) (*see Current Topics section of VCAN site to view this letter) likely funding cut and the Governor's position on the minimum legal drinking age. A copy has been emailed to council members. The Governor is scheduled to join the December meeting of the Council. Barbara C. summarized comments made at a recent national meeting by Kevin Jennings, assistant deputy secretary of the federal department of education, regarding SDFS. The administration questions the value of the funding as there are no clear measures of its effectiveness. There is interest in funding efforts to improve overall school climate, and the long-term goal is to develop school climate standards and measures. 3. Discussion with Commissioner Armondo Vilaseca David provided an overview of the Council's concerns about the department of education's reduction in resources towards substance abuse prevention and intervention during the past years, the Council's statutory oversight responsibilities for Act 51, and the recent renewal of partnering with the department of education with Andy attending the past few meetings. Armondo said the department has huge concerns regarding the reduction in Title IV (SDFS) funding and other budgetary challenges, and said he hoped to attend some future meetings of the Council. |

| Details: | Armondo discussed the need to focus on students by grades 5 & 6, as many are already making choices that will negatively impact their future. Carol raised concerns about Act 51 training. Armondo described how budgetary pressures often result in superintendents leaving how to meet licensure requirements, including Act 51, up to individual teachers, and discussed the value of ongoing professional development for teachers. He plans to pursue how ROPA (which sets requirements for Vermont teacher training programs so that graduates may be licensed) might encompass training in substance abuse and related issues. He commented on the challenge presented by 312 different governing boards making individual decisions and suggested the Council meet with representatives of the principals and superintendents associations. Dick noted high percentage (80-90%?) of corrections inmates who have both a diagnosed substance abuse disorder and no high school diploma, and the connection between the two. Barbara C. spoke about the developing partnership between the health department and department of education regarding initiatives to promote health and wellness of school children. Carol described VTLSP and other student-led initiatives and peer teaching, and their funding by the Governor's Highway Safety Program. Formally the department of education received this grant; now DLC does. Charlie commented that recent discussions within AHS have valued Vermont's early childhood resources and the need to strengthen supports for children once they enter school. He noted recent grants received by the department of mental health including ones for youth in transition to adulthood, kids trauma, and suicide prevention. Success Beyond Six staff/home-based clinicians represent an important partnership between schools and mental health and there may be some re-thinking of how those resources can best support students. |

| Details: | Jeanne spoke about the need to partner and be more creative in using resources, the possibility of other Governor's Highway Safety funding, and the challenge of documenting efforts to change students' behavior. Armondo noted that he had heard from the Governor in response to his letter about SDFS money and the Governor is very concerned about the loss of these funds. 4. Announcements Debby- SAP conference October 21 & 22 Gary- Health department has developed MOU with department of education and created single school health team; school nurse consultant has been hired; school nurse standards of practice will be updated; efforts underway to connect students with a medical home and replace sports physical with full wellness visit at the medical home. Dick- October 6-9 co-occurring training Joy- spoke about gambling and its impact on kids; conference to be held in May Marcia- late winter/early spring ADAP will be rolling out a media campaign geared to parents John- October 1 & 2 training on identifying symptoms of drug & alcohol impairment |

Social norms campaign (w/o budget); PowerPoint (Bill Young) from VCAN is a great resource; Univ. of Tennessee--SEE Center; URI-- community activism; need to connect with local community: police, etc. a. Developing data summary poster--attention-grabbing; filled to capacity: 498 students, more than ever before b. Broad in spectrum (recovery, tobacco usage, etc.); other schools--amnesty? ii. Training would be very helpful; will hopefully do another CORE next year; National Social Norms website link will be up on VCAN site iii. Trainings i. Increasing Membership: how can we encourage/recruit members; what are causes of non-attendance; a lot of the southern and state schools have not been attending - Each attendee is able to bring up to 3 people with them (social norms campaigns/trainings) ▪ Brattleboro is doing one at the 3 local high schools ▪ Anne Dorwaldt, UVM Social Marketing: Anne.Dorwaldt@uvm.edu; (802)-656-4114 - We will post info on Social Norms/Marketing (Training) on VCAN website--in main area so it is accessible to all - BPHC offers scholarships for those wishing to attend trainings/workshops - Maybe have a Facebook page/blog link for members as well as public? -->list-serve; other sources of links? - Provide more of a community for state-wide non-users to connect-on-line community supported by meetings--maybe - FB group?
